The website is not poorly made and certainly isn't a scam. Yes you can buy the VPN account just to use vip, it's not necessary to use the VPN at all if you don't want to, and yes you can cancel your subscription at any time. Preferably cancel the subscription yourself or alternatively create a ticket to cancel.
